R E S O L U T I O N
 
         WHEREAS, Rey Madrigal has been selected to serve as
  superintendent of the Harlandale Independent School District in San
  Antonio; and
         WHEREAS, Raised in the local area, Mr. Madrigal graduated
  from Harlandale High School in 1982; after working for a time at
  Lackland Air Force Base, he was hired by the district in 1986 to
  serve as a special education teacher and coach at his alma mater;
  and
         WHEREAS, Mr. Madrigal taught and coached at McCollum High
  School as well, and he subsequently assumed the responsibilities of
  athletics coordinator and head football coach at that campus;
  transitioning to administration, he was employed as vice principal
  at McCollum and as principal at Harlandale Middle School before
  becoming principal at Harlandale High School in 2005; he fostered a
  culture of achievement among the Harlandale students and teachers,
  which resulted in significant improvements in test scores and a
  "Recognized" rating from the Texas Education Agency in 2010; and
         WHEREAS, Mr. Madrigal was chosen as the school district's
  assistant superintendent for operations in 2011; in that capacity,
  he instituted reforms that saved the district many thousands of
  dollars, and he supervised the completion of the 2006 and 2009 bond
  programs; he was named interim superintendent in the summer of 2012
  by a unanimous vote of the district's board of trustees; and
         WHEREAS, This skilled educator is a graduate of The
  University of Texas at San Antonio and holds a master's degree in
  school administration from Texas A&M University--Kingsville;
  highly respected by his peers, he has been invited to address
  several prominent conferences, including the National Leadership
  Conference on Effective Schools in the 21st Century and the 2011
  Principal's Forum; and
         WHEREAS, Rey Madrigal brings to his new position great
  educational insight and broad practical knowledge of Harlandale
  ISD, and those qualities are sure to serve the district well in the
  years ahead; now, therefore, be it
         RESOLVED, That the House of Representatives of the 83rd Texas
  Legislature hereby congratulate Rey Madrigal on his appointment as
  superintendent of the Harlandale Independent School District and
  extend to him sincere best wishes for continued success; and, be it
  further
         RESOLVED, That an official copy of this resolution be
  prepared for Mr. Madrigal as an expression of high regard by the
  Texas House of Representatives.
