H.R. No. 921

R E S O L U T I O N
WHEREAS, The San Antonio Water System has implemented
creative water preservation policies that are benefiting its entire
  region, and these successful initiatives are gaining wide praise;
  and
WHEREAS, In 2012, SAWS received a Blue Legacy award,
presented to municipal water suppliers that have made significant
strides in ensuring wise water use by emphasizing conservation to
meet increased demand; SAWS was commended for its strategy that
emphasizes education and outreach, reasonable regulation, and
financial incentives to reduce water use; the utility was also
recognized for establishing a special citizen advisory council to
represent ratepayers and provide feedback on fair and reasonable
  charges; and
WHEREAS, In 2011, SAWS was the recipient of a Texas
Environmental Excellence Award in recognition of its Wastewater
Trifecta, a project to develop environmentally beneficial uses for
water, biosolids, and waste gas that are the major by-products of
the city's wastewater treatment process; and
WHEREAS, The cumulative effect of these and numerous other
endeavors to promote water conservation has been to lower the
amount of water used in the city each day; less water use has meant
reduced water pumping, which has helped to protect the Edwards
Aquifer and to preserve habitats for endangered species; and
WHEREAS, By developing solutions that result in reduced use
and conservation of water, the San Antonio Water System has
demonstrated that it is a good steward of this vital yet limited
resource, and it is setting an outstanding example that cities
throughout the state can follow; now, therefore, be it
RESOLVED, That the House of Representatives of the 83rd Texas
Legislature hereby commend SAWS for developing innovative
strategies to address critical issues surrounding water shortages
and extend to all those associated with the organization sincere
best wishes for continued success with their important work; and,
  be it further
RESOLVED, That an official copy of this resolution be
prepared for the San Antonio Water System as an expression of high
regard by the Texas House of Representatives.
