R E S O L U T I O N
         WHEREAS, The Housing Authority of the City of El Paso is
  marking a significant milestone in its history with the celebration
  of its 75th anniversary in 2013; and
         WHEREAS, Created in 1938, HACEP now enlists a workforce of
  more than 450 employees and is the second-largest housing authority
  in Texas; HACEP's mission is to provide safe, decent, and
  affordable housing for families at or below 80 percent of median
  income, and currently the organization manages 6,000 public housing
  units in 46 communities and serves more than 40,000 El Pasoans
  through its housing programs; and
         WHEREAS, HACEP's staff also helps residents obtain GEDs,
  enroll in higher education, and secure employment through a number
  of grant-funded programs; moreover, the organization assists
  residents in improving their credit scores and in buying their own
  homes; and
         WHEREAS, Recognized as a high performer in both public
  housing and housing choice voucher programs by the United States
  Department of Housing and Urban Development, HACEP has received
  dozens of awards from the National Association of Housing and
  Redevelopment Officials, including an award of excellence; and
         WHEREAS, The Housing Authority of the City of El Paso is
  strengthening its community in myriad ways, and it is indeed
  appropriate to take this opportunity to commend HACEP for its
  achievements and ongoing commitment to the residents of El Paso;
  now, therefore, be it
         RESOLVED, That the House of Representatives of the 83rd Texas
  Legislature hereby congratulate the Housing Authority of the City
  of El Paso on its 75th anniversary and extend to all associated with
  the organization best wishes for the future; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for HACEP as an expression of high regard by the Texas
  House of Representatives.
