R E S O L U T I O N
         WHEREAS, Rafael Rubalcaba III has distinguished himself in
  his athletic and academic endeavors at Raymondville High School,
  and his exceptional accomplishments have been rewarded with a
  scholarship to Texas A&M University--Kingsville; and
         WHEREAS, The son of Rafael Rubalcaba, Jr., and Alvina
  Rubalcaba, Ralph Rubalcaba has played organized football since age
  nine and began earning widespread recognition after becoming the
  starting left tackle for the Raymondville Bearkats during his
  sophomore year; a three-time member of the All-District first team,
  he was also a first-team pick for the 956Sports.com and Valley
  Freedom Newspapers All-Valley Teams during his junior and senior
  seasons; moreover, he won honorable mention in the Associated Press
  All-State selections in 2011, and the following year he became the
  first player from Willacy County to be named to the AP All-State
  first team; and
         WHEREAS, Mr. Rubalcaba's senior year contained numerous
  other highlights as well; his outstanding efforts as a member of the
  Bearkat offensive line helped his team to qualify for the playoffs,
  and he gained national attention by receiving awards at the
  National Underclassmen Combine in San Antonio and the Blue-Grey
  Super Combine in Canton, Ohio; in addition, he was invited to take
  part in the Blue-Grey National All-Star Classic in Tampa, Florida,
  an event which showcases the nation's best high school players; and
         WHEREAS, This remarkable young Texan has excelled in the
  classroom as well as on the gridiron; he is ranked in the top 10 of
  his graduating class and is an honorable mention player on the Texas
  High School Coaches Association Academic All-State Team; his
  involvement in extracurricular activities includes service as an
  FFA student advisor and as president of the Lettermen's Club, and he
  volunteers with the local Little League and with the Bible school
  programs at Our Lady of Guadalupe Church and the First United
  Methodist Church; and
         WHEREAS, A highly sought-after college prospect,
  Mr. Rubalcaba will attend Texas A&M University--Kingsville in the
  fall of 2013 on a scholarship, and he plans to major in business and
  marketing; and
         WHEREAS, By demonstrating talent and commitment on the field
  while also succeeding in his studies, Rafael Rubalcaba serves as a
  positive role model for area youth, and he may indeed look forward
  to a future bright with promise; now, therefore, be it
         RESOLVED, That the House of Representatives of the 83rd Texas
  Legislature hereby congratulate Rafael Rubalcaba III on his
  acceptance of a scholarship offer from Texas A&M
  University--Kingsville and commend him for his superb achievements
  as an athlete and scholar; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Mr. Rubalcaba as an expression of high regard by the
  Texas House of Representatives.
