R E S O L U T I O N
 
         WHEREAS, Constable William Howell III has been named the 2012
  Citizen of the Year by the Greater Angleton Chamber of Commerce; and
         WHEREAS, A valued and dedicated member of his community,
  Constable Howell has shared his time with the Danbury Rotary Club,
  Brazoria County Fair Association, and Boy Scouts of America; he has
  further given back as a member of the board of the Greater Angleton
  Chamber of Commerce and the local Masonic Lodge; and
         WHEREAS, Constable Howell is active in the El Mina Shriners
  of Galveston and the International Shrine Clown Association, and
  during the past 18 years, he has made a positive difference in many
  lives through his performances as "Chilly Willy"; in addition to
  entertaining crowds during Special Kids Day and Senior Citizens
  Day, his alter ego is a staple at the local parade and fair; and
         WHEREAS, Constable Howell has also helped to raise money to
  benefit children at the Shriners Hospitals for
  Children--Galveston, and his efforts have contributed to the
  donation of gifts, televisions, and an easel and puppet theater;
  once a month, he hosts a party at the care facility to celebrate
  patients' birthdays with cake, punch, and dancing; and
         WHEREAS, Born and raised in Brazoria County, this notable
  Texan graduated from Angleton High School and worked with the local
  police and sheriff departments before becoming constable more than
  13 years ago; he has been involved with the Southeast Texas Police
  Chiefs Association and the Justices of the Peace and Constables
  Association of Texas, and he currently serves as chair of the board
  of Angleton Area Emergency Medical Corps; and
         WHEREAS, Blessed with the support of a loving family,
  Constable Howell has shared 23 years with his wife, Sally, with whom
  he has four children and four grandchildren; and
         WHEREAS, Willie Howell has benefited his fellow citizens
  through many years of purposeful endeavor, and in so doing, he has
  set an inspiring example of compassion, commitment, and generosity;
  now, therefore, be it
         RESOLVED, That the House of Representatives of the 83rd Texas
  Legislature hereby congratulate Constable William Howell III on
  being named the 2012 Citizen of the Year by the Greater Angleton
  Chamber of Commerce and extend to him sincere best wishes for the
  future; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Constable Howell as an expression of high regard by the
  Texas House of Representatives.
