R E S O L U T I O N
         WHEREAS, Edward Winter of Lake Jackson has been named a
  recipient of the 2012 Silver Beaver Award by the Bay Area Council of
  the Boy Scouts of America; and
         WHEREAS, This distinguished service commendation is the
  highest honor a scout leader can receive at the council level and
  pays tribute to individuals who have made a positive difference in
  the lives of Texas youth through their dedicated work in behalf of
  the organization; and
         WHEREAS, Mr. Winter has shared his time and talents with the
  organization since his son signed up for the Tiger Cub program; he
  has served as assistant den leader and den leader for Den 4 of Cub
  Scout Pack 377, as assistant scoutmaster and committee member for
  Troop 394, and as a member of various boards of review; in 2004, he
  completed Wood Badge training, and the following year he completed
  a 135-mile canoe trek at Northern Tier; moreover, he led Troop 394
  on its 57-mile trek at Philmont in 2009 and is leading another hike
  there in July 2013; and
         WHEREAS, Mr. Winter has overseen numerous groups in
  Introduction to Outdoor Leader Skills and Scoutmaster/Assistant
  Scoutmaster Leader Specific Skills training, and he has completed
  studies to become a Leave No Trace trainer for the council; highly
  respected by his peers, he was awarded the Cradle of Texas District
  Award of Merit in 2007, became a brotherhood member of the Order of
  the Arrow in 2009, and received the order's Vigil Honor in 2012; he
  currently serves as the advisor for the Tindeuchen Langoma Chapter
  of the Order of the Arrow at Wihinipa Hinsa Lodge and has attended
  various section conclaves and acted as contingent leader for the
  lodge's service trip to West Virginia; and
         WHEREAS, In addition to his scouting activities, Mr. Winter
  is the secretary for the orchestra association at Brazoswood High
  School and supports the school's Buccaneer Belles dance and drill
  team; moreover, he is employed by the BASF Corporation in Freeport;
  and
         WHEREAS, Many young men have benefited from the leadership,
  commitment, and enthusiasm of Ed Winter, and he is indeed deserving
  of recognition for his exceptional contributions to the Boy Scouts
  of America; now, therefore, be it
         RESOLVED, That the House of Representatives of the 83rd Texas
  Legislature hereby congratulate Edward Winter on his receipt of the
  Silver Beaver Award from the Bay Area Council of the Boy Scouts of
  America and extend to him sincere best wishes for continued success
  in his volunteer efforts; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Mr. Winter as an expression of high regard by the Texas
  House of Representatives.
