R E S O L U T I O N
         WHEREAS, The Silverton Independent School District has been
  named a 2012 Texas Honors Circle District by the state
  comptroller's office; and
         WHEREAS, Each year, Financial Allocation Study for Texas
  (FAST) ratings are prepared to identify school districts and
  campuses that employ resource allocation practices that contribute
  to both high academic achievement and cost-effective operations;
  and
         WHEREAS, To be named to the Texas Honors Circle, districts
  must receive the highest possible FAST rating of five stars; those
  that achieve this impressive feat rank in the top 20 percent of the
  state in student academic growth while maintaining a low spending
  index; and
         WHEREAS, Receipt of this designation reflects most favorably
  on the fiscal management practices of Silverton ISD, and it is a
  notable tribute to the leadership of superintendent Bill Wood and
  to the skill and dedication demonstrated by the district's
  administration, faculty, and staff; now, therefore, be it
         RESOLVED, That the House of Representatives of the 83rd Texas
  Legislature hereby congratulate Silverton ISD on being named a 2012
  Texas Honors Circle District and commend all those who have
  contributed to the district's success; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for SISD as an expression of high regard by the Texas House
  of Representatives.
