R E S O L U T I O N
 
         WHEREAS, Jim T. Brown has announced plans to retire at the end
  of 2013, drawing to a close a notable tenure in public service that
  has spanned more than six decades; and
         WHEREAS, A native Texan, Mr. Brown has forged a varied and
  highly esteemed career, during which he has provided expertise on
  many aspects of municipal governance; in addition to serving as a
  city manager in such communities as Eagle Pass and West University
  Place, he helped to promote the responsible stewardship of water
  resources as general manager of the Upper Guadalupe River Authority
  and the Maverick County Water Control and Improvement District
  Canal System; moreover, he held a seat on the board of the MoKan
  Development Corporation, where he addressed issues in the roads and
  transportation sector; and
         WHEREAS, Mr. Brown graduated from Texas State
  University--San Marcos in 1961, receiving a bachelor's degree in
  business administration, and has since played a role in the
  expansion of its campus as executive director of the Urban Renewal
  Agency of San Marcos, where he specialized in land acquisition and
  redevelopment; in addition, he has been an active supporter of the
  university through his participation in its alumni association,
  which he has served as president, and in 2003 he was recognized for
  his long-standing contributions with designation as a
  Distinguished Alumnus; and
         WHEREAS, This dynamic Texan has drawn on his leadership and
  management experience in his efforts to make housing accessible to
  all Texans; he backed a number of important programs that have
  helped to bolster the state's capacity to offer quality, safe, and
  affordable developments for tens of thousands of citizens,
  including working families and seniors, and his committed advocacy
  has earned him standing as a prominent voice within the industry;
  and
         WHEREAS, Mr. Brown has further devoted himself to a range of
  civic and community organizations, including serving as Worthy
  Grand Master of Kappa Sigma Fraternity, a group with a membership
  numbering 200,000; and
         WHEREAS, The continued prosperity of the Lone Star State
  depends in large part on the responsible action of its citizens, and
  through his many public-spirited achievements, Jim Brown sets a
  notable example of leadership and volunteerism for all Texans to
  follow; now, therefore, be it
         RESOLVED, That the House of Representatives of the 83rd Texas
  Legislature hereby congratulate Jim T. Brown on his forthcoming
  retirement and extend to him sincere best wishes for continued
  happiness; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Mr. Brown as an expression of high regard by the Texas
  House of Representatives.
