R E S O L U T I O N
         WHEREAS, Captain Richard Baum retired from the Horseshoe Bay
  Police Department in January 2013, drawing to a close a notable
  tenure in law enforcement that spanned four decades; and
         WHEREAS, Captain Baum began his career in law enforcement in
  New Mexico, joining the Alamogordo Police Department in 1973 and
  later working with the police force in Hobbs; he became a member of
  the Horseshoe Bay Police Department in 2004 and was promoted to
  lieutenant in 2006; after receiving the rank of captain in 2010, he
  became responsible for the oversight of all aspects of the
  department's patrol operations; and
         WHEREAS, This respected professional was named the 2012
  Officer of the Year by the Hill Country 100 Club, and he was honored
  by the Horseshoe Bay City Council for his exceptional service to the
  community; and
         WHEREAS, Richard Baum's dedication, professionalism, and
  commitment to the safety and well-being of the public have greatly
  benefited the citizens of Horseshoe Bay, and he may indeed reflect
  with pride on his many achievements as he embarks on the next
  exciting chapter of his life; now, therefore, be it
         RESOLVED, That the House of Representatives of the 83rd Texas
  Legislature hereby congratulate Richard Baum on his retirement from
  the Horseshoe Bay Police Department and extend to him sincere best
  wishes for continued happiness; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Mr. Baum as an expression of high regard by the Texas
  House of Representatives.
