WHEREAS, The record-breaking heat, wildfires, and drought of
recent years have highlighted the unreliability of our state's
traditional sources of water, and desalination represents an
innovative potential solution to this shortage; and
WHEREAS, Many Texas lakes and reservoirs are recording levels
far below average, and rainfall is predicted to fall below normal
over the next two decades; this situation could have profound
effects on the state's safety and economy; and
WHEREAS, The Texas Desalination Association was created in
response to these conditions; it promotes a recycling process by
which freshwater is created from the state's 2.7 billion acre-feet
of brackish groundwater and from the inexhaustible salt water in
  the Gulf of Mexico; and
WHEREAS, The group brings together the combined knowledge and
skills of water engineers, hydrologists, and water recyclers to
help provide solutions for residential and commercial water
consumers as well as city and county governments; today, 52
desalination facilities are already in operation, with another 35
slated to be brought online over the next three decades, and
techniques such as reverse osmosis promise to provide water at the
  highest standards of treatment; and
WHEREAS, The continuing growth and prosperity of the Lone
Star State depend on a diversification of the state's sources of
water, and the efforts of the Texas Desalination Association to
promote the benefits of this cutting-edge technology are truly
worthy of recognition; now, therefore, be it
RESOLVED, That the House of Representatives of the 83rd Texas
Legislature hereby recognize April 23, 2013, as Texas Desalination
Day and extend to the members of the Texas Desalination Association
  sincere best wishes for continued success in their important work;
  and, be it further
RESOLVED, That an official copy of this resolution be
prepared for the Texas Desalination Association as an expression of
high regard by the Texas House of Representatives.
