R E S O L U T I O N
|
|
WHEREAS, The retirement of Bill Keffler, the city manager of |
|
Richardson, on May 31, 2012, brought to a close 35 years of |
|
distinguished civil service; and |
|
WHEREAS, Bill Keffler was born in Brownfield and raised in |
|
Midland; after earning a bachelor's degree in government from the |
|
University of Notre Dame and a master's degree in public |
|
administration from Texas Tech University, he began his career with |
|
the City of Richardson in 1977, joining the municipal staff as an |
|
administrative assistant; he became the assistant to the city |
|
manager two years later and assistant city manager two years after |
|
that; promoted to deputy city manager in 1985, he assumed his post |
|
as the city's chief administrator in 1995; and |
|
WHEREAS, A dynamic executive who consistently took a |
|
proactive approach to the city's needs, Mr. Keffler promoted |
|
citywide and regional partnering efforts, supported innovations in |
|
municipal operations, emphasized fiscal responsibility and |
|
transparency, and served as a mentor to others in his field; he kept |
|
abreast of developments in his profession through membership in the |
|
International City/County Management Association, and he provided |
|
valued leadership through his service as president of both the |
|
Texas City Management Association and the North Texas City |
|
Management Association; and |
|
WHEREAS, Mr. Keffler has shared his time and talents with a |
|
large number of civic and community organizations; he has served on |
|
the boards of Quality Texas, the Richardson Central Rotary Club, |
|
the local YMCA, Leadership Richardson, and the North Texas |
|
Commission, and he has been an ex officio member of the boards of |
|
the Richardson Chamber of Commerce, the Metroplex Technology |
|
Business Council, and the Methodist Richardson Medical Center; in |
|
addition, he has taught in the public affairs department of The |
|
University of Texas at Dallas and served on boards or advisory |
|
councils of the UT Dallas School of Economic, Political, and Policy |
|
Sciences and Erik Jonsson School of Engineering and Computer |
|
Science, as well as on the university's Development Board; and |
|
WHEREAS, The recipient of numerous accolades, Mr. Keffler has |
|
been recognized by the Center for Public Service at Texas Tech, the |
|
Richardson Central Rotary Club, the Texas Municipal Library |
|
Directors Association, the Richardson Jaycees, the Richardson |
|
Masonic Lodge, and the YMCA; and |
|
WHEREAS, Mr. Keffler has served on the finance committee of |
|
St. Paul the Apostle Catholic Church and previously served as |
|
president of the church's school board and as chair of its parish |
|
advisory council; he has also held a seat on various commissions and |
|
boards of the Roman Catholic Diocese of Dallas; a dedicated youth |
|
athletic coach, he has been honored for his work by the Dallas |
|
Parochial League; and |
|
WHEREAS, In all of his endeavors, Mr. Keffler has drawn |
|
inspiration from the love of his wife, Chrissie, and their five |
|
children, Abby, Joe, Sam, Ellie, and Will; and |
|
WHEREAS, Bill Keffler consistently set high standards for |
|
public service in Richardson, and he may indeed reflect with pride |
|
on his accomplishments; now, therefore, be it |
|
RESOLVED, That the House of Representatives of the 83rd Texas |
|
Legislature hereby congratulate Bill Keffler on his retirement as |
|
city manager of Richardson and extend to him sincere best wishes for |
|
the future; and, be it further |
|
RESOLVED, That an official copy of this resolution be |
|
prepared for Mr. Keffler as an expression of high regard by the |
|
Texas House of Representatives. |
