R E S O L U T I O N
         WHEREAS, Ron Hickman, Harris County Precinct 4 constable, has
  been named the National Constable of the Year by the National
  Constables and Marshals Association, marking the second occasion
  that he has received this prestigious accolade; and
         WHEREAS, First elected to serve Precinct 4 in 2000, Constable
  Hickman has helped to build what is now one of the largest
  constable's departments in the United States; he has developed a
  number of task forces and units, including those enforcing
  emissions standards, battling human trafficking, and addressing
  technological crime; he was named Texas Constable of the Year in
  2006 and first chosen as National Constable of the Year in 2007; and
         WHEREAS, Constable Hickman entered the Houston Police
  Department as a cadet in 1971, was a search and rescue diver with
  the department's dive team and served as a dive master and
  coordinator for nearly 10 years, and was also part of the
  department's bomb squad; and
         WHEREAS, He became a patrol deputy in the constable's
  department in 1983 and was soon promoted to sergeant with
  responsibility over the communications office; in that capacity, he
  contributed to the establishment of a consolidated, computer-aided
  dispatching system, and he built a local area network for the
  office; he has further benefited the constable's department by
  advancing the electronic warrant and electronic citation programs
  and other technological systems; and
         WHEREAS, A graduate of the University of Alabama and the Law
  Enforcement Management Institute of Texas at Sam Houston State
  University, Constable Hickman has served as an information
  technology instructor at the institute; he is the vice chair of the
  local executive board for the Greater Houston Regional Computer
  Forensic Lab and a member of the FBI's National Steering Committee
  for its regional computer lab program; and
         WHEREAS, Constable Hickman has shared his time and talents as
  chair of a committee of the Texas Supreme Court Process Server
  Review Board, as president of the Justices of the Peace and
  Constables Association of Texas, as president of the Sam Houston
  State University Leadership Command College Alumni Association,
  and as a member of committees of the Tomball Hospital Board of
  Directors; he has received awards from the Houston Northwest
  Chamber of Commerce and the Polaris District of the Boy Scouts of
  America; and
         WHEREAS, An exemplary peace officer and elected official, Ron
  Hickman has demonstrated an outstanding commitment to the residents
  of Harris County for more than four decades, and he is indeed
  deserving of recognition; now, therefore, be it
         RESOLVED, That the House of Representatives of the 83rd Texas
  Legislature hereby congratulate Ron Hickman on his selection as the
  National Constable of the Year by the National Constables and
  Marshals Association and extend to him sincere best wishes for
  continued success; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Constable Hickman as an expression of high regard by
  the Texas House of Representatives.
