R E S O L U T I O N
         WHEREAS, Julia Margaret DeKay Welling of Houston passed away
  on August 31, 2012, at the age of 77, leaving her circle of family
  and friends to cherish their many happy memories of time spent in
  her company; and
         WHEREAS, Born in Ithaca, New York, to Rose and Sealy Calvin
  DeKay, "Judy" DeKay was an excellent student and outstanding
  athlete; she graduated from Ithaca High School and attended Ithaca
  College, then moved to Houston, where she was employed as a
  receptionist for an oil company; and
         WHEREAS, Mrs. Welling was a gifted rhythm and blues singer
  who won a contest on "The Original Amateur Hour" with Ted Mack and
  performed in numerous venues in upstate New York; she continued
  sharing her musical talents until late in her life, appearing in
  videos posted on the Internet; in addition, she adored dancing,
  laughing, and telling jokes; and
         WHEREAS, In all of her endeavors, Mrs. Welling enjoyed the
  love and support of her husband, John Frederick Welling, with whom
  she shared more than 50 years; she was the devoted mother of three
  sons, Judd, Shawn, and Derek, and the grandmother of three
  treasured grandchildren, Sydney, Justin, and Payton; and
         WHEREAS, A charming and delightful woman, Judy Welling
  brightened the lives of all those who were fortunate enough to know
  her, and she will be fondly remembered and deeply missed; now,
  therefore, be it
         RESOLVED, That the House of Representatives of the 83rd Texas
  Legislature hereby pay tribute to the life of Judy Welling and
  extend sincere condolences to the members of her family: to her
  husband, John Frederick Welling; to her sons, Judd, Shawn, and
  Derek Welling; to her grandchildren, Sydney, Justin, and Payton; to
  her sister, Marlene Hankes; to her brothers, Robert DeKay and his
  wife, Ginney, and Jim DeKay and his wife, Susey; to her
  brother-in-law, Al Welling, and his wife, Bette; to her
  sister-in-law, Elizabeth Deaver; to her friend, Bessie Talbert; and
  to her many other friends and relatives; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for her family and that when the Texas House of
  Representatives adjourns this day, it do so in memory of Judy
  Welling.
