R E S O L U T I O N
         WHEREAS, Dr. Michael Douglas has been selected to serve as
  the executive director of the Texas Life-Sciences Collaboration
  Center in Georgetown; and
         WHEREAS, A veteran scientist with experience in academia and
  the pharmaceutical industry, Dr. Douglas laid the foundation for
  his career at Southwestern University, where he earned degrees in
  chemistry and biology before receiving his doctorate in
  biochemistry and molecular biology from Saint Louis University; and
         WHEREAS, Following graduation, Dr. Douglas joined the
  faculties at The University of Texas Southwestern Medical Center in
  Dallas and the UT Health Science Center in San Antonio; relocating
  to the East Coast later on, he served as the chair of the Department
  of Biochemistry and Biophysics at the University of North Carolina
  School of Medicine; and
         WHEREAS, Returning to St. Louis, Dr. Douglas transitioned to
  the private sector to become the CEO of Sigma Diagnostics, held high
  positions with two other pharmaceutical companies there, then
  rejoined the academic world in 2002 as associate vice chancellor
  for research and director of the Office of Technology Management at
  Washington University; in 2006, Dr. Douglas was named the director
  of UAMS BioVentures, a life science business incubator affiliated
  with the University of Arkansas for Medical Sciences; and
         WHEREAS, This distinguished microbiologist has advanced the
  knowledge of his chosen profession by publishing nearly 100
  scientific papers, and he holds two patents for discovering new
  ways to use a compound in biopharmaceutical compositions; Dr.
  Douglas is also helping Southwestern create a master's degree
  program in translational medicine; and
         WHEREAS, Highly respected by his peers, he has served on the
  board of directors of numerous biotechnology firms, including
  Novactyl, Inc., U.S. Canadian Biofuels, and Agri Energy Limited;
  Dr. Douglas has also lent his considerable expertise to the boards
  of the Central Arkansas Biotechnology Park Authority, the Academy
  of Science of St. Louis, the Center for Emerging Technologies, the
  Saint Louis University Parks College of Engineering, Aviation, and
  Technology, and Southwestern University; and
         WHEREAS, Dr. Michael Douglas brings an impressive record of
  experience and achievements to his new position, and he will
  undoubtedly inspire his colleagues and business collaborators with
  his exceptional leadership skills and commitment to scientific
  achievement; now, therefore, be it
         RESOLVED, That the House of Representatives of the 83rd Texas
  Legislature hereby congratulate Dr. Michael Douglas on being named
  executive director of the Texas Life-Sciences Collaboration Center
  and extend to him sincere best wishes for continued success; and, be
  it further
         RESOLVED, That an official copy of this resolution be
  prepared for Dr. Douglas as an expression of high regard by the
  Texas House of Representatives.
