R E S O L U T I O N
         WHEREAS, Devon Joel Carter of Boy Scouts of America Troop No.
  442 in Friendswood has attained the rank of Eagle Scout, and this
  accomplishment truly merits special recognition; and
         WHEREAS, Receiving the Eagle Scout badge is a significant
  honor, bestowed on only a small fraction of those who enter the
  scouting movement; in the course of meeting the rank's demanding
  criteria, Mr. Carter earned 45 merit badges, including those
  requiring expertise in such diverse areas as mammal study, archery,
  leatherwork, and wilderness survival; he also successfully
  completed an Eagle Scout project of benefit to his community by
  creating a flower bed at the Friendswood Animal Shelter; and
         WHEREAS, The son of Michael and Coni Carter, this fine young
  Texan has demonstrated outstanding leadership ability throughout
  his scouting career, winning the respect and admiration of his
  fellow scouts as he worked toward the highest rank that scouting
  offers; he has served his peers as a senior patrol leader,
  chaplain's aide, troop scribe, and patrol quartermaster and in many
  other positions; moreover, he is a member of the Order of the Arrow
  and has been honored with special awards such as the Paul Bunyan
  Woodsman title, the Polar Bear Award, and the National Outdoors
  Award Patch with two gold devices; and
         WHEREAS, Mr. Carter is a member of Friendswood United
  Methodist Church; he participates in his high school's varsity
  marching band and was a junior high all-region band member in 2010
  and 2011; his school activities also include taking both Spanish
  and Latin classes; and
         WHEREAS, Eagle Scout Carter's dedication to excellence and
  his perseverance in the pursuit of his goals have proven him worthy
  to stand among scouting's elite, and he may indeed reflect with
  pride on a job well done; now, therefore, be it
         RESOLVED, That Devon Joel Carter be congratulated on
  achieving the rank of Eagle Scout and that he be extended sincere
  best wishes for continued success and happiness; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Mr. Carter as an expression of high regard by the Texas
  House of Representatives.
