R E S O L U T I O N
         WHEREAS, Former superintendent Frank Moates was inducted
  into the DeSoto Independent School District Hall of Honor at a
  special ceremony on May 3, 2013; and
         WHEREAS, The Hall of Honor was established to pay tribute to
  notable alumni of DeSoto High School and other individuals who have
  excelled in their service to area schools or have made special
  contributions to the district's educational mission; and
         WHEREAS, Mr. Moates was superintendent from 1974 to 1990 and
  led the district through a period of remarkable change; DeSoto was a
  small, Class 1A school system when he took the helm, but during a
  decade and a half of rapid population growth in the area, this
  skilled administrator supervised the building of six schools and
  numerous athletic facilities; and
         WHEREAS, Mr. Moates played a key role in many other
  initiatives, including the development of the DeSoto gifted and
  talented program and the implementation of numerous technological
  advancements in the classroom; highly admired by his peers, he was a
  member of the Best Southwest Coalition for Education, served as a
  consultant with the Texas Association of School Boards, and helped
  monitor school district performance for the Texas Education Agency;
  Moates Elementary School was named in his honor; and
         WHEREAS, Frank Moates made a positive difference in the lives
  of many students through his dedicated work in behalf of DeSoto ISD,
  and in so doing, he earned the lasting respect of the community;
  now, therefore, be it
         RESOLVED, That the House of Representatives of the 83rd Texas
  Legislature hereby congratulate former superintendent Frank Moates
  on his induction into the DeSoto Independent School District Hall
  of Honor and extend to him sincere best wishes for the future; and,
  be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Mr. Moates as an expression of high regard by the Texas
  House of Representatives.
