R E S O L U T I O N
         WHEREAS, On May 15, 2013, the Guadalupe Cultural Arts Center
  in San Antonio is hosting the introduction of a new U.S. postage
  stamp honoring the iconic Tejano singer Lydia Mendoza as part of its
  annual Tejano Conjunto Festival; and
         WHEREAS, Born in Houston in 1916, "La Alondra de la Frontera"
  ("the lark of the border") was known for her soulful renditions of
  Tejano and conjunto songs; she made her first recordings in San
  Antonio in 1928, and she continued to entertain audiences for the
  next 60 years; in 1982, Ms. Mendoza was the first Texan to receive a
  National Heritage Fellowship from the National Endowment for the
  Arts, and she was presented with a National Medal of the Arts in
  1999 and a Texas Medal of the Arts in 2003; she passed away in San
  Antonio in 2007, at the age of 91; and
         WHEREAS, The Forever stamp honoring Ms. Mendoza is part of
  the U.S. Postal Service's Music Icons series, and it features a
  black-and-white photograph of the singer from the 1950s, holding a
  12-string guitar; superimposed over her image is the flag of the
  Lone Star State; and
         WHEREAS, Founded in the early 1980s, the Guadalupe Cultural
  Arts Center is a dynamic, multidisciplinary arts institution
  dedicated to promoting and preserving Latin American and indigenous
  arts, including the visual arts, music, literature, theater, and
  dance; the center encompasses classrooms, studio spaces, an art
  gallery, and a theater, and it serves more than 100,000 people a
  year with its impressive schedule of performances, exhibitions, and
  special events, including the annual San Antonio CineFestival and
  the Tejano Conjunto Festival; and
         WHEREAS, One of the largest and most influential culturally
  based arts centers in the nation, the Guadalupe Cultural Arts
  Center is the perfect venue to host the debut of this handsome new
  stamp, and the center's Tejano Conjunto Festival is a most fitting
  occasion to honor this legendary performer; now, therefore, be it
         RESOLVED, That the House of Representatives of the 83rd Texas
  Legislature hereby commend the Guadalupe Cultural Arts Center for
  hosting the introduction of the Lydia Mendoza stamp and extend to
  the center's staff sincere best wishes for a meaningful and
  memorable event; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for the center as an expression of high regard by the Texas
  House of Representatives.
