R E S O L U T I O N
 
         WHEREAS, Lieutenant Rick Gilley is retiring from the Midland
  Police Department in June 2013, drawing to a close a notable career
  in law enforcement that has spanned nearly three decades; and
         WHEREAS, Lieutenant Gilley has served in the department since
  1985; he graduated from the Bill Blackwood Law Enforcement
  Management Institute of Texas in 1996, and he earned his Texas
  Commission on Law Enforcement Officer Standards and Education
  Master Peace Officer certificate that same year; he later graduated
  from the FBI National Academy during its 195th session in 1998; and
         WHEREAS, In addition to his regular duties, Lieutenant Gilley
  has served on numerous dignitary protection details for key
  government officials, including those for former presidents and
  vice presidents of the United States; he has earned many
  commendations through the years, and he is the recipient of the
  department's Distinguished Service Medal and its Medal of Service
  Award; and
         WHEREAS, Lieutenant Gilley's dedication, professionalism,
  and commitment to protecting the safety and welfare of the public
  have greatly benefited the citizens of Midland, and he may indeed
  reflect with pride on his accomplishments as he embarks on the next
  exciting chapter of his life; now, therefore, be it
         RESOLVED, That the House of Representatives of the 83rd Texas
  Legislature hereby congratulate Rick Gilley on his retirement from
  the Midland Police Department and extend to him sincere best wishes
  for the future; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Lieutenant Gilley as an expression of high regard by
  the Texas House of Representatives.
