R E S O L U T I O N
         WHEREAS, The observance of Damage Prevention Month in April
  2013 provides an opportunity to remind citizens to make a free call
  to 811 before undertaking any digging project; and
         WHEREAS, Excavation-related damages account for more than 75
  percent of all Texas pipeline accidents; accordingly, the pipeline
  industry has taken aggressive steps to help avoid mishaps by
  funding informational programs and publicity campaigns, including
  the national "Know what's below . . . Call before you dig"
  initiative; moreover, the industry has advocated for the
  implementation of regulatory requirements for safety measures; and
         WHEREAS, When residents call 811, they are connected to a
  local one-call center that notifies the appropriate utility
  companies of the digging plan; professional locators are dispatched
  to the site to mark the approximate locations of underground lines
  with flags, paint, or both; projects that merit a call range from
  building a deck to planting a tree; and
         WHEREAS, Striking a pipeline can result in serious injury as
  well as in outages, repair costs, and fines, but by calling 811,
  citizens can prevent problems and ensure the integrity and safe
  operation of underground facilities; now, therefore, be it
         RESOLVED, That the House of Representatives of the 83rd Texas
  Legislature hereby recognize April 2013 as Damage Prevention Month
  and urge all Texans to take the proper preventive measures before
  excavating.
