R E S O L U T I O N
 
         WHEREAS, Heather Keister of Lubbock has been chosen as the
  2013 Young Engineer of the Year by the South Plains Chapter of the
  Texas Society of Professional Engineers; and
         WHEREAS, The society's prestigious accolade pays tribute to
  individuals who, early in their careers, have made significant
  contributions to the engineering community and who are involved in
  professional organizations and civic activities; and
         WHEREAS, An alumna of Texas Tech University, from which she
  earned a bachelor's degree and a master's degree in civil
  engineering, Ms. Keister began her career at Parkhill, Smith &
  Cooper, Inc., in 2003; while there, she performed hydrologic
  analyses and hydraulic designs for capital drainage projects as
  well as for transportation, infrastructure, development, solid
  waste, and public works programs; she currently serves as a project
  manager with Freese and Nichols, Inc., where she has overseen the
  successful completion and delivery of stormwater projects across
  the Lone Star State; most recently, she was the engineer of record
  for the design and construction of the Northwest Lubbock Drainage
  Improvements Project, Phase 1, which demonstrated Ms. Keister's
  technical skills in heavy civil design and construction; and
         WHEREAS, This esteemed professional has served as director
  and scholarship chair of the South Plains TSPE, as secretary and
  treasurer of the South Plains Branch of the Texas Public Works
  Association, and as a steering committee member of Women in Science
  Endeavors; she has also contributed to her community through her
  involvement in Hope Lutheran Church and School, the Lubbock Area
  Foundation, and the Lubbock Area Republican Women and through her
  volunteer work with Habitat for Humanity and youth soccer; and
         WHEREAS, In all her endeavors, Ms. Keister has enjoyed the
  love and support of her husband, Ronnie Keister; the couple are the
  proud parents of two daughters, Emily and Georgia; and
         WHEREAS, Heather Keister has achieved notable success in her
  profession, and it is a pleasure to join in honoring her for her
  contributions to her professional community; now, therefore, be it
         RESOLVED, That the House of Representatives of the 83rd Texas
  Legislature hereby congratulate Heather Keister on  her selection
  as the 2013 Young Engineer of the Year by the South Plains Chapter
  of the Texas Society of Professional Engineers and extend to her
  sincere best wishes for continued success; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Ms. Keister as an expression of high regard by the
  Texas House of Representatives.
