R E S O L U T I O N
 
         WHEREAS, The Honorable Charles England is retiring as mayor
  of Grand Prairie in May 2013, drawing to a close an exemplary career
  in public service; and
         WHEREAS, First elected in 1992, Mayor England worked to
  promote economic development and to enhance the quality of life in
  Grand Prairie during a period of significant growth for the city,
  with its population nearly doubling over the course of his tenure;
  under his leadership, numerous projects have come to fruition,
  including the addition of a Class I thoroughbred horse racetrack,
  the Verizon Theatre, the QuickTrip minor league baseball park, and
  a veterans' memorial, as well as the revitalization of the Uptown
  Theater downtown; Mayor England has also overseen a number of park,
  road, and infrastructure improvements, and he has been a strong
  supporter of the city's fire and police departments; and
         WHEREAS, A native of Venus, Charlie England has lived in
  Grand Prairie for more than six decades; he graduated from Grand
  Prairie High School in 1957 and earned a bachelor's degree in
  business administration from the University of North Texas; an
  insurance agent and a longtime volunteer firefighter, Mr. England
  began his political career when he was elected to the Grand Prairie
  School Board in 1973 and subsequently served as its president; and
         WHEREAS, Mayor England has further served the community as
  president of the Grand Prairie Sports Facilities Development
  Corporation, as a charter board member of the Lone Star Park
  Charitable Foundation for Grand Prairie, and as a member of the
  North Central Texas Council of Governments Regional Transportation
  Council and the local YMCA board of directors; for his many civic
  efforts, he was named the 1993 citizen of the year by the chamber of
  commerce; and
         WHEREAS, In all of his endeavors, Mr. England has enjoyed the
  love and support of his wife and high school sweetheart, the former
  Janice Waggoner, and he takes great pride in their three children,
  Rhonda, Kirk, and Lori, and their six grandchildren; and
         WHEREAS, Charlie England has proven himself a leader of great
  vision and ability, and his contributions to the Grand Prairie
  community will resonate for years to come; now, therefore, be it
         RESOLVED, That the House of Representatives of the 83rd Texas
  Legislature hereby congratulate the Honorable Charles England on
  the occasion of his retirement as mayor of Grand Prairie and commend
  him for his 21 years of dedicated service; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Mayor England as an expression of high regard by the
  Texas House of Representatives.
