R E S O L U T I O N
 
         WHEREAS, Jimmy Fullen, the constable for Galveston County's
  Precinct 4, has rendered outstanding service to the public for more
  than a quarter of a century; and
         WHEREAS, A Galveston native, Jimmy Fullen graduated from law
  enforcement training in 1986 and holds a master peace officer
  license and an instructor license from the Texas Commission on Law
  Enforcement Standards and Education; previously, he served as a
  patrol officer with the Texas City Police Department and as chief of
  police of the Galveston Independent School District; he was elected
  constable of Precinct 4 in 2008 and reelected in 2012; Constable
  Fullen currently serves as president of the Galveston County
  Justices of the Peace and Constables Association; and
         WHEREAS, In addition to carrying out his professional
  responsibilities, Constable Fullen gives generously of his time
  and talents to a number of community organizations; he serves on the
  boards of the Santa Fe Texas Education Foundation and the Santa Fe
  and Hitchcock Chambers of Commerce, and he is active in the Knights
  of Columbus, two local Masonic lodges, and the El Mina Temple; he
  has been named Man of the Year twice and has received Knight of the
  Year and Public Servant of the Year awards as well; and
         WHEREAS, Throughout his distinguished career,
  Constable Fullen has exemplified the highest ideals of the law
  enforcement profession and contributed immeasurably to protecting
  the safety and well-being of his fellow citizens; now, therefore,
  be it
         RESOLVED, That the House of Representatives of the 83rd Texas
  Legislature hereby honor Constable Jimmy Fullen for his 26 years of
  service in law enforcement and extend to him deep appreciation for
  the skill, courage, and dedication he has consistently brought to
  his vital work; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Constable Fullen as an expression of high regard by
  the Texas House of Representatives.
