R E S O L U T I O N
         WHEREAS, The vitality of the political process in Texas
  depends on the active participation of its citizens, and Joyce
  Dorrycott has demonstrated an exemplary spirit of civic engagement
  in both her professional and volunteer endeavors; and
         WHEREAS, Beginning her college career at the age of 40, Ms.
  Dorrycott graduated from Southwest Texas State University with a
  bachelor's degree in history and political science in 1974 and a
  master's degree in 1976; and
         WHEREAS, She worked for the Texas House of Representatives
  for two sessions, then returned to Southwest Texas State University
  as an instructor, teaching students about the role of government;
  she briefly left the university to work as director of special
  projects in the office of District Attorney Sam Millsap during the
  1980s, advocating for measures related to child abuse and family
  violence and helping to establish the family violence unit; and
         WHEREAS, After retiring from teaching in 1994, Ms. Dorrycott
  soon found a new challenge, participating in the Northwest
  Democrats and chairing the organization for eight years; she also
  oversaw several political campaigns, has twice served on the
  City/County Consolidation Commission, has been a member of the
  elections committee for Bexar County, and took part in Target '90,
  the San Antonio community planning project led by then Mayor Henry
  Cisneros; furthermore, she has chaired three separate district
  attorney task forces on juvenile justice, domestic violence, and
  child abuse; additionally, she has found the time to write and is
  the author of numerous articles and books; and
         WHEREAS, This esteemed Texan has been honored for her work by
  many organizations and committees, including the statewide Council
  on Child Abuse and Neglect Prevention, the Children's Trust Fund of
  San Antonio, the Bexar County Coalition on Domestic Violence, and
  the Commission on Juvenile Justice; she has been recognized with
  the Lifetime Achievement Award from the Bexar County Democratic
  Party, and in 1984, she was inducted into the San Antonio Women's
  Hall of Fame; and
         WHEREAS, Ms. Dorrycott shared a rewarding marriage with her
  husband, Don Green, who supported her in all of her endeavors until
  he passed away in 2008; the proud mother of three sons and two
  daughters, she has delighted in welcoming into her family eight
  grandchildren and six great-grandchildren; and
         WHEREAS, As an exceptional teacher, a strong voice in
  educating the public about domestic violence, and a respected
  political advisor, Joyce Dorrycott has worked tirelessly for good
  government, and she may indeed take pride in her notable
  achievements; now, therefore, be it
         RESOLVED, That the House of Representatives of the 83rd Texas
  Legislature hereby honor Joyce Dorrycott for her civic and
  community service and extend to her sincere best wishes for the
  future; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Ms. Dorrycott as an expression of high regard by the
  Texas House of Representatives.
