R E S O L U T I O N
         WHEREAS, Bishop Mark J. Seitz has been appointed the sixth
  bishop of the Catholic Diocese of El Paso; and
         WHEREAS, A native of Milwaukee, Bishop Seitz knew he wanted
  to enter the priesthood from an early age; he attended the
  University of Dallas, earning a bachelor's degree in philosophy and
  a master of divinity degree before being ordained in 1980; through
  the years, he has gone on to obtain a master's degree in theology
  from the University of Dallas and a master's degree in liturgical
  studies from St. John's University in Minnesota, in addition to
  attending several summer courses through the University of Notre
  Dame and Duquesne University and completing an internship with the
  National Catholic Bioethics Center in Boston; in 2004, he was named
  "Prelate of Honor to His Holiness" by Pope John Paul II and was
  given the title Monsignor; and
         WHEREAS, Bishop Seitz previously served as the auxiliary
  bishop with the Diocese of Dallas and led parishioners in Dallas,
  Garland, and Waxahachie; before being named pastor of a church, he
  taught liturgy and sacramental theology at the University of Dallas
  and served as associate spiritual director, vice-rector, and
  director of liturgy at Holy Trinity Seminary; he has learned to
  speak fluent Spanish through language immersion programs,
  including serving at a sister church in Nuevo Leon, Mexico; and
         WHEREAS, With more than three decades in the church, Bishop
  Seitz brings to his new post a wealth of experience and an
  impressive record of leadership, and it is a pleasure to join in
  honoring him for his devotion to his faith; now, therefore, be it
         RESOLVED, That the House of Representatives of the 83rd Texas
  Legislature hereby honor Bishop Mark J. Seitz on his appointment as
  bishop of the Catholic Diocese of El Paso and extend to him sincere
  best wishes for the future; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Bishop Seitz as an expression of high regard by the
  Texas House of Representatives.
