R E S O L U T I O N
 
         WHEREAS, David C. Schanbacher is retiring as director of the
  Natural Resources Policy Division of the Office of the Texas
  Comptroller of Public Accounts on May 31, 2013; and
         WHEREAS, Since joining the agency in 2009, Mr. Schanbacher
  has advised the comptroller on environmental, energy, and
  endangered species initiatives that have the potential to affect
  state revenues and the Texas economy; he previously served as the
  chief engineer for the Texas Commission on Environmental Quality,
  where he also had been deputy director of the chief engineer's
  office, special assistant to the Office of Air Quality and the
  Office of the Executive Director, and a permit engineer in the New
  Source Review Program; and
         WHEREAS, Mr. Schanbacher holds a bachelor's degree in
  chemical engineering from the University of Missouri and a master's
  degree in electrical engineering from The University of Texas at
  Austin; a registered professional engineer, he gained experience in
  the chemical and oil and gas industries before entering the public
  sector in 1992 as an employee of the Texas Air Control Board; and
         WHEREAS, David Schanbacher has earned the respect and
  appreciation of his coworkers over the course of his tenure in state
  government, and he may indeed reflect with pride on a career well
  spent as he prepares to embark on the next exciting chapter of his
  life; now, therefore, be it
         RESOLVED, That the House of Representatives of the 83rd Texas
  Legislature hereby congratulate David Schanbacher on his
  retirement from the Office of the Texas Comptroller of Public
  Accounts and extend to him sincere best wishes for the future; and,
  be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Mr. Schanbacher as an expression of high regard by the
  Texas House of Representatives.
