R E S O L U T I O N
 
         WHEREAS, During the 83rd Regular Session, Arthur Huggins,
  Jr., has ably served his fellow Texans in the office of State
  Representative Borris Miles through the Texas Legislative
  Internship Program; and
         WHEREAS, Sponsored by Senator Rodney Ellis, TLIP was
  established in 1990 and is administered by the Mickey Leland Center
  on World Hunger and Peace at Texas Southern University; the program
  provides a unique opportunity for students from Texas colleges and
  universities to serve as interns in the Texas Legislature, in state
  agencies, and in local government offices; participants receive
  academic credit for their work with the initiative, which combines
  study and research with supervised practical training; and
         WHEREAS, Mr. Huggins is a third-year student at the Thurgood
  Marshall School of Law at Texas Southern University; he holds a
  bachelor's degree in criminal justice from the University of
  Central Florida and has worked at the Earl Carl Institute for Legal
  and Social Policy at TSU, an advocacy organization that handles
  issues affecting urban and indigent Americans; and
         WHEREAS, When he earns his juris doctorate, Mr. Huggins will
  become the first in his family to receive a law degree, and he plans
  to focus on commercial transactions and agricultural and government
  law; he has accepted a position with the office of Houston City
  Controller Ronald Green; and
         WHEREAS, This noteworthy Texan has performed his duties as a
  legislative intern with skill and dedication, and he has gained
  valuable work experience in the field of public service while
  learning more about the legislative process and the issues facing
  citizens of the Lone Star State; now, therefore, be it
         RESOLVED, That the House of Representatives of the 83rd Texas
  Legislature hereby commend Arthur Huggins, Jr., for his service in
  the office of State Representative Borris Miles as a participant in
  the Texas Legislative Internship Program and extend to him sincere
  best wishes for continued success in all his endeavors; and, be it
  further
         RESOLVED, That an official copy of this resolution be
  prepared for Mr. Huggins as an expression of high regard by the
  Texas House of Representatives.
