R E S O L U T I O N
         WHEREAS, Dr. Matthew Hinsley has greatly distinguished
  himself through his work as executive director of the Austin
  Classical Guitar Society; and
         WHEREAS, A music educator and classically trained guitarist,
  Matt Hinsley attended Interlochen Arts Academy, the Oberlin
  Conservatory of Music, and The University of Texas at Austin;
  before being named executive director of the Austin Classical
  Guitar Society in 2003, he served as the organization's board
  president and founded its Community Concert Series, which he also
  directed from 1998 to 2002; and
         WHEREAS, The ACGS began as a guitar club, with a small
  education program at McCallum High School staffed by volunteer
  music graduate students from UT; as the group began to grow, Dr.
  Hinsley recognized the need for a more formal curriculum, and he
  spent four years developing the system, which involves studying
  music theory, reading music, gaining technical skills, and
  rehearsing and performing; today, the society's full-time
  educators teach and train others to teach, and more than 1,500
  students from 30 area schools, including the Texas School for the
  Blind and Visually Impaired, are enrolled in the program;
  participants have earned awards at national guitar ensemble
  competitions as well as scholarships to continue their studies in
  college; moreover, the ACGS curriculum created by Dr. Hinsley is
  now used internationally; and
         WHEREAS, One vital part of the program's education outreach
  is providing free instruments and lessons to low-income students
  who want to participate; in addition, Dr. Hinsley has fostered a
  partnership with the Gardner Betts Juvenile Justice Center, where
  young men and women take for-credit ACGS music classes and can
  continue to study after their release with private lessons at no
  cost; and
         WHEREAS, Through his creation and development of the ACGS
  program, Matt Hinsley has transformed classroom guitar education in
  Austin and in so doing, he has made a positive difference in the
  lives of thousands of young people in the Lone Star State; now,
  therefore, be it
         RESOLVED, That the House of Representatives of the 83rd Texas
  Legislature hereby honor Dr. Matthew Hinsley for his contributions
  to the community through the Austin Classical Guitar Society and
  extend to him sincere best wishes for continued success with his
  important work; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Dr. Hinsley as an expression of high regard by the
  Texas House of Representatives.
