R E S O L U T I O N
         WHEREAS, Joe Skipper has been presented with the Lifetime
  Achievement Award from the Daingerfield Lions Club in recognition
  of his many years of public service; and
         WHEREAS, A 1951 graduate of Daingerfield High School,
  Mr. Skipper served in the U.S. Navy for four years and earned a
  bachelor's degree from the University of Houston; he began a
  distinguished career in law enforcement in 1957, working with the
  Department of Public Safety before joining the Houston Police
  Department, where he retired after 21 years at the rank of captain
  in 1980; he went on to win election as Morris County sheriff,
  serving for 14 years and successfully winning approval to build a
  new jail; he also served as a parole officer and worked in the
  Office of the Inspector General for the Texas Department of
  Criminal Justice; and
         WHEREAS, Mr. Skipper has been a leader in his community for
  decades as a member of the Gideons, the Masons, and the Lions Club,
  as a deacon at Daingerfield First Baptist Church, where he has been
  a member since 1981, and as a strong supporter of the 4-H and FFA
  youth organizations; he remains loyal to the Daingerfield Tigers
  football, basketball, and baseball teams, and he worked as a Dixie
  Youth Baseball coach for 21 years; and
         WHEREAS, Throughout his endeavors, Mr. Skipper has been
  blessed with the love and devotion of his wife of 58 years, Marie,
  and the support of his son, Joel, and Joel's wife, Amber, his
  daughter, Cindy, and his grandchildren, Abigail and Gus; and
         WHEREAS, Joe Skipper has demonstrated a lifetime of
  commitment to his hometown, and his legacy of serving others and
  working to make Daingerfield a better place continues to inspire
  his fellow citizens; now, therefore, be it
         RESOLVED, That the House of Representatives of the 83rd Texas
  Legislature hereby congratulate Joe Skipper for receiving the
  Lifetime Achievement Award from the Daingerfield Lions Club and
  extend to him sincere best wishes for continued happiness; and, be
  it further
         RESOLVED, That an official copy of this resolution be
  prepared for Mr. Skipper as an expression of high regard by the
  Texas House of Representatives.
