A BILL TO BE ENTITLED
|
|
AN ACT
|
|
relating to procedures applicable to adoption of the public school |
|
curriculum by the State Board of Education. |
|
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|
SECTION 1. Section 28.002, Education Code, is amended by |
|
adding Subsection (c-3) to read as follows: |
|
(c-3) The State Board of Education's procedures for |
|
adopting the essential knowledge and skills of the required |
|
curriculum under Subsection (c) must provide that: |
|
(1) any amendment to the proposed essential knowledge |
|
and skills of a subject that will be offered during a board meeting |
|
must be submitted to other board members and, through posting on the |
|
agency's website and any other appropriate method of providing |
|
access, made available for public review not later than the third |
|
business day preceding the date of the board meeting in order to be |
|
eligible for adoption by a majority of the board members present and |
|
voting; |
|
(2) any amendment described by Subdivision (1) that is |
|
not submitted to other board members and made available for public |
|
review by the date and in the manner stated by that subdivision may |
|
be adopted only by a vote of two-thirds of the entire membership of |
|
the board; and |
|
(3) the board may not vote on final adoption of the |
|
complete essential knowledge and skills of a subject, as amended by |
|
board members in accordance with Subdivisions (1) and (2), unless |
|
at least 24 hours have elapsed since the time at which the final |
|
amendment was adopted. |

SECTION 2. This Act takes effect September 1, 2013. |
