A BILL TO BE ENTITLED
|
|
|
AN ACT
|
|
|
relating to the evaluation by applicants for permits for certain |
|
|
electric generating facilities of water-efficient cooling |
|
|
technologies. |
|
|
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|
|
SECTION 1. Subchapter C, Chapter 382, Health and Safety |
|
|
Code, is amended by adding Section 382.069 to read as follows: |
|
|
Sec. 382.069. EVALUATION OF WATER-EFFICIENT COOLING |
|
|
TECHNOLOGIES. The commission may not issue, amend, or renew a |
|
|
permit for an electric generating facility in which water-cooling |
|
|
technology is used or proposed for use unless the applicant has |
|
|
submitted an evaluation of water-efficient cooling technologies, |
|
|
including dry cooling, as an alternative to the water-cooling |
|
|
technology used or proposed for use by the facility. |
|
|
SECTION 2. The changes in law made by this Act apply only to |
|
|
an application for a permit, permit amendment, or permit renewal |
|
|
that is submitted to the Texas Commission on Environmental Quality |
|
|
on or after the effective date of this Act. |
|
|
SECTION 3. This Act takes effect September 1, 2013. |
