A BILL TO BE ENTITLED
 
AN ACT
 
  relating to the disbursement of county funds to a person owing
  delinquent property taxes.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Subsection (a), Section 154.025, Local
  Government Code, is amended to read as follows:
         (a)  In this section, "debt" includes delinquent taxes,
  fines, fees, and indebtedness arising from written agreements with
  the county.  The term includes delinquent property taxes whether
  reduced to judgment or not.
         SECTION 2.  Subsection (a), Section 154.045, Local
  Government Code, is amended to read as follows:
         (a)  In this section, "debt" includes delinquent taxes,
  fines, fees, and indebtedness arising from written agreements with
  the county.  The term includes delinquent property taxes whether
  reduced to judgment or not.
         SECTION 3.  The changes in law made by this Act apply only to
  debt for which a notice of indebtedness is filed under Subsection
  (b), Section 154.025, or Subsection (b), Section 154.045, Local
  Government Code, on or after the effective date of this Act. Debt
  for which notice of indebtedness is filed before the effective date
  of this Act is governed by the law in effect when the notice was
  filed, and the former law is continued in effect for that purpose.
         SECTION 4.  This Act takes effect immediately if it receives
  a vote of two-thirds of all the members elected to each house, as
  provided by Section 39, Article III, Texas Constitution.  If this
  Act does not receive the vote necessary for immediate effect, this
  Act takes effect September 1, 2013.
