A BILL TO BE ENTITLED
 
AN ACT
  relating to a study regarding school district transportation
  services and state and local resources available to fund those
  services.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  DEFINITION. In this Act, "agency" means the
  Texas Education Agency.
         SECTION 2.  STUDY REGARDING SCHOOL DISTRICT TRANSPORTATION
  SERVICES. (a) The agency, with the participation of appropriate
  stakeholders, shall conduct a study regarding transportation
  services provided by school districts in this state and the extent
  to which available state and local resources are sufficient to meet
  the costs of providing those services.
         (b)  The study must include an evaluation of the
  transportation allotment provided under Section 42.155, Education
  Code.
         (c)  The agency may enter into one or more contracts with an
  individual or a public or private entity, including an institution
  of higher education, for services relating to the study.
         SECTION 3.  REPORT TO LEGISLATURE. Not later than December
  1, 2014, the agency shall submit a report to the legislature that
  includes the results of the study and any associated
  recommendations.
         SECTION 4.  EFFECTIVE DATE.  This Act takes effect
  immediately if it receives a vote of two-thirds of all the members
  elected to each house, as provided by Section 39, Article III, Texas
  Constitution.  If this Act does not receive the vote necessary for
  immediate effect, this Act takes effect September 1, 2013.
