A BILL TO BE ENTITLED
|
|
|
AN ACT
|
|
|
relating to the availability of certain payment plans for |
|
|
residential electric customers. |
|
|
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|
|
SECTION 1. Section 39.101, Utilities Code, is amended by |
|
|
adding Subsection (i) to read as follows: |
|
|
(i) Notwithstanding Subsection (h), the commission by rule |
|
|
shall require a retail electric provider, power generation company, |
|
|
aggregator, or other entity that provides retail electric service |
|
|
to make available to a retail customer, regardless of weather or |
|
|
time of year: |
|
|
(1) a level or average payment plan; and |
|
|
(2) a deferred payment plan. |
|
|
SECTION 2. This Act takes effect September 1, 2013. |
