A BILL TO BE ENTITLED
 
AN ACT
  relating to establishing teacher advisory councils to provide
  public advice on issues that affect public education.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Chapter 8, Education Code, is amended by adding
  Subchapter Z to read as follows:
  SUBCHAPTER Z. MISCELLANEOUS PROVISIONS
         Sec. 8.901.  TEACHER ADVISORY COUNCILS. (a) Each regional
  education service center shall establish a voluntary teacher
  advisory council as provided by this section.
         (b)  A teacher who is selected as a teacher of the year from a
  regional education service center region under a program in which
  the agency participates is entitled to serve as a member of the
  teacher advisory council.
         (c)  The teacher advisory council may be consulted by the
  agency, members of the legislature, school districts, public school
  teachers, and other parties as appropriate to provide advice on
  issues that affect public education, including the development and
  implementation of policies, procedures, and programs that affect
  public education.
         (d)  Each regional education service center shall make
  teleconferencing and other technological resources available to
  the teacher advisory council to accomplish the purposes of this
  section.
         (e)  The commissioner may adopt rules to implement and
  administer this section.
         SECTION 2.  This Act takes effect immediately if it receives
  a vote of two-thirds of all the members elected to each house, as
  provided by Section 39, Article III, Texas Constitution.  If this
  Act does not receive the vote necessary for immediate effect, this
  Act takes effect September 1, 2013.
