A BILL TO BE ENTITLED
|
|
AN ACT
|
|
relating to the appropriations of money from the economic |
|
stabilization fund for the 2014-2015 state fiscal biennium. |
|
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|
SECTION 1. FOUNDATION SCHOOL PROGRAM. In addition to other |
|
amounts appropriated to the Texas Education Agency for all or part |
|
of the state fiscal biennium beginning September 1, 2013, the |
|
amount of $4,000,000,000 is appropriated for that biennium from the |
|
economic stabilization fund to the agency for the Foundation School |
|
Program under Chapter 42, Education Code. |
|
SECTION 2. TEXAS GRANT PROGRAM. In addition to other |
|
amounts appropriated to the Texas Higher Education Coordinating |
|
Board for all or part of the state fiscal biennium beginning |
|
September 1, 2013, the amount of $500,000,000 is appropriated for |
|
that biennium from the economic stabilization fund to the board for |
|
the Toward Excellence, Access, & Success (TEXAS) grant program |
|
under Subchapter M, Chapter 56, Education Code. |
|
SECTION 3. MEDICAID EXPANSION. In addition to other |
|
amounts appropriated to the Health and Human Services Commission |
|
for all or part of the state fiscal biennium beginning September 1, |
|
2013, the amount of $50,400,000 is appropriated for that biennium |
|
from the economic stabilization fund to the commission for purposes |
|
of expanding eligibility for the Medicaid program to all persons |
|
who apply for assistance through the program and for whom federal |
|
matching funds are available under the Patient Protection and |
|
Affordable Care Act (Pub. L. No. 111-148) as amended by the Health |
|
Care and Education Reconciliation Act of 2010 (Pub. L. No. 111-152) |
|
to provide that assistance. |
|
SECTION 4. EFFECTIVE DATE. This Act takes effect |
|
immediately, but only if it receives a vote of two-thirds of the |
|
members present in each house of the legislature, as provided by |
|
Section 49-g(m), Article III, Texas Constitution. |
