A BILL TO BE ENTITLED
 
AN ACT
  relating to the appropriations of money from the economic
  stabilization fund for the 2014-2015 state fiscal biennium.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  FOUNDATION SCHOOL PROGRAM. In addition to other
  amounts appropriated to the Texas Education Agency for all or part
  of the state fiscal biennium beginning September 1, 2013, the
  amount of $4,000,000,000 is appropriated for that biennium from the
  economic stabilization fund to the agency for the Foundation School
  Program under Chapter 42, Education Code.
         SECTION 2.  TEXAS GRANT PROGRAM. In addition to other
  amounts appropriated to the Texas Higher Education Coordinating
  Board for all or part of the state fiscal biennium beginning
  September 1, 2013, the amount of $500,000,000 is appropriated for
  that biennium from the economic stabilization fund to the board for
  the Toward Excellence, Access, & Success (TEXAS) grant program
  under Subchapter M, Chapter 56, Education Code.
         SECTION 3.  MEDICAID EXPANSION. In addition to other
  amounts appropriated to the Health and Human Services Commission
  for all or part of the state fiscal biennium beginning September 1,
  2013, the amount of $50,400,000 is appropriated for that biennium
  from the economic stabilization fund to the commission for purposes
  of expanding eligibility for the Medicaid program to all persons
  who apply for assistance through the program and for whom federal
  matching funds are available under the Patient Protection and
  Affordable Care Act (Pub. L. No. 111-148) as amended by the Health
  Care and Education Reconciliation Act of 2010 (Pub. L. No. 111-152)
  to provide that assistance.
         SECTION 4.  EFFECTIVE DATE. This Act takes effect
  immediately, but only if it receives a vote of two-thirds of the
  members present in each house of the legislature, as provided by
  Section 49-g(m), Article III, Texas Constitution.
