A BILL TO BE ENTITLED
|
|
AN ACT
|
|
relating to the character of and citation to enacted legislation. |
|
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|
SECTION 1. Subtitle B, Title 3, Government Code, is amended |
|
by adding Chapter 312A to read as follows: |
|
CHAPTER 312A. GENERAL PROVISION |
|
Sec. 312A.001. NATURE OF AND REFERENCE TO LEGISLATIVE |
|
ENACTMENTS. (a) When all requirements of law have been met for a |
|
bill passed by both houses of the legislature to become law, |
|
including action of the governor and any subsequent action of the |
|
legislature under Section 14, Article IV, Texas Constitution, the |
|
measure becomes an Act of the legislature and should no longer be |
|
referred to as a bill or cited by reference to its former bill |
|
number or author. |
|
(b) To the extent practicable, in official documents and |
|
publications an Act of the legislature should be cited by reference |
|
to the chapter number assigned by the secretary of state under |
|
Section 405.014 or to the statutory designation of the law enacted |
|
or amended by the Act, without reference to the bill by which the |
|
legislature enacted that law. |
|
SECTION 2. This Act takes effect immediately if it receives |
|
a vote of two-thirds of all the members elected to each house, as |
|
provided by Section 39, Article III, Texas Constitution. If this |
|
Act does not receive the vote necessary for immediate effect, this |
|
Act takes effect September 1, 2013. |
