A JOINT RESOLUTION
  proposing a constitutional amendment authorizing school districts
  to create school security districts and impose ad valorem taxes for
  crime prevention measures; authorizing a tax.
         BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Section 3, Article VII, Texas Constitution, is
  amended by adding Subsection (f) to read as follows:
         (f)  The Legislature may permit a school district to create
  a school security district and impose a school security ad valorem
  tax for the purpose of providing crime prevention measures,
  provided that the school district is required to obtain voter
  approval of the creation of the school security district and the
  imposition of a school security ad valorem tax. A school security
  district may be governed in the manner provided by general law.
         SECTION 2.  This proposed constitutional amendment shall be
  submitted to the voters at an election to be held November 5, 2013.
  The ballot shall be printed to permit voting for or against the
  proposition: "The constitutional amendment authorizing school
  districts to form school security districts and impose ad valorem
  taxes for crime prevention measures."
