SENATE RESOLUTION NO. 167
         WHEREAS, The Senate of the State of Texas is pleased to
  recognize Helen White Bertrand, who retired on January 31, 2013,
  after 30 years of outstanding service with the Farm Service
  Agency in Floyd County; and
         WHEREAS, A native of Washington, D.C., Helen White moved to
  Texas in 1953 and married a Floyd County farmer, Neal Bertrand,
  in 1954; she and Neal were blessed with six children and numerous
  grandchildren and great-grandchildren; and
         WHEREAS, Mrs. Bertrand joined the Farm Service Agency, a
  branch of the United States Department of Agriculture, in Floyd
  County in 1982; during her tenure, she worked tirelessly on
  behalf of Floyd County farmers and was of significant assistance
  to them in understanding the various farm bills enacted over the
  years; and
         WHEREAS, Helen Bertrand is an exemplary lady who is noted
  for her generous spirit and amicability; for 30 years, she was an
  invaluable asset to the Farm Service Agency and to Floyd County
  farmers, and her presence at the agency will be greatly missed;
  now, therefore, be it
         RESOLVED, That the Senate of the State of Texas, 83rd
  Legislature, hereby commend Helen White Bertrand for her many
  contributions to the Farm Service Agency in Floyd County and
  express appreciation for her years of hard work; and, be it
  further
         RESOLVED, That a copy of this Resolution be prepared for
  her as an expression of esteem from the Texas Senate.
