SENATE RESOLUTION NO. 312
         WHEREAS, The Senate of the State of Texas takes pleasure in
  recognizing Hector "El Pipo" Barragan for his many contributions
  to the city of El Paso; and
         WHEREAS, This bold entrepreneur has led an interesting and
  adventurous life; he has been a bullfighter, a hair stylist, and
  the owner of a barber academy; he hails from a large family of
  hair professionals, and he upholds the tradition through El Pipo
  Barber College in El Paso; and
         WHEREAS, Born October 23, 1935, Hector began cutting hair at
  the age of 14; he attained his barber's license in 1955 and opened
  his shop in 1966; the site would become home to his still-thriving
  barber college, founded in 1990; Hector also spent 25 years
  teaching hair design at Redken Laboratories; and
         WHEREAS, This captivating figure has an equally strong
  passion for bullfighting; from 1958 to 1981, he was one of the
  region's most active amateur bullfighters; performing under the
  name El Pipo, a childhood nickname, he faced more than 1,000
  bulls at historic arenas in Juarez; and
         WHEREAS, Today, he takes a less traditional approach to the
  sport; he formed a nonprofit organization, the American
  Bullfight Foundation, and is constructing a ring on his property
  for fights that do not harm the animals; and
         WHEREAS, Hector "El Pipo" Barragan is highly deserving of
  recognition and praise for his many years as an entrepreneur and
  cultural figure in El Paso; his passion and dedication to
  promoting arts as diverse as hair dressing and bullfighting have
  made him a unique character in the city; now, therefore, be it
         RESOLVED, That the Senate of the State of Texas, 83rd
  Legislature, hereby commend Hector "El Pipo" Barragan for his
  peerless cultural contributions to the city of El Paso and extend
  to him best wishes in all his future endeavors; and, be it further
         RESOLVED, That a copy of this Resolution be prepared for
  Hector Barragan as an expression of high regard from the Texas Senate.
