SENATE RESOLUTION NO. 886
 
 
  In Memory
  of
  H. Frank Simpson
 
         WHEREAS, H. Frank Simpson of College Station, an esteemed
  public servant and friend to many, passed away on April 27, 2013,
  at the age of 49; and
         WHEREAS, Frank Simpson was born in Texas City on December
  11, 1963, to Gloria Jane and H. Frank Simpson; he graduated from
  Texas City High School and went on to attend Texas A&M University
  where he earned his bachelor's degree in political science in
  1989 and his master's degree in public administration in 1990; he
  also worked for the City of College Station while in school and
  after completing his education; and
         WHEREAS, Mr. Simpson was the assistant city manager in La
  Marque before becoming city manager of Center in 1995; he
  remained in that post until 2001, when he was chosen to be city
  manager of Webster; he later accepted a position as city manager
  of Missouri City and excelled in that role from 2004 to 2011; and
         WHEREAS, A devoted Aggie, Mr. Simpson eagerly took the
  opportunity to return to College Station in 2011; he served
  citizens there as deputy city manager for two years, during which
  time he worked on numerous projects, including the renovation of
  Kyle Field and the development of the medical district; he was
  named city manager in March 2013; and
         WHEREAS, Throughout his career, he was involved in a range
  of activities that were in addition to his service as a city
  administrator; he was a member of the Texas City Management
  Association, and he was appointed to the Texas Municipal
  Retirement System Board of Trustees by Governor Rick Perry in
  2003; highly regarded by his colleagues, he was a smart and
  personable man who made friends everywhere he went; and
         WHEREAS, In all of his endeavors, Mr. Simpson enjoyed the
  love and support of his wife of more than two decades, Kelly, and
  he was the proud father of two sons, Price and Seth, and a
  daughter, Courtnie; among his favorite pastimes were golf,
  hunting, and grilling, and especially cheering on his daughter in
  softball; and
         WHEREAS, While the life of Frank Simpson ended far too
  soon, he leaves behind a legacy that will forever inspire all
  those who were privileged to know him; now, therefore, be it
         RESOLVED, That the Senate of the State of Texas,
  83rd Legislature, hereby pay tribute to the memory of H. Frank
  Simpson and extend sincere sympathy to the members of his family:
  to his wife, Kelly Simpson; to his children, Price, Seth, and
  Courtnie Simpson; to his father, H. Frank Simpson; to his
  brothers, Link W. Simpson and his wife, Ellen, and Robert Kirk
  Simpson and his wife, Shelly; to his sisters-in-law, Kitty
  Simpson, Debbie Beltrand, and Wendy Boyd and her husband, Brad;
  to his brother-in-law, Robert Beltrand; and to his other
  relatives and friends; and, be it further
         RESOLVED, That an official copy of this Resolution be
  prepared for his family and that when the Texas Senate adjourns
  this day, it do so in memory of Frank Simpson.
