SENATE RESOLUTION NO. 1026
         WHEREAS, The Senate of the State of Texas is pleased to
  recognize Debora Melvin, who has been named the 2013 General
  Aviation Airport Manager of the Year by the Texas Department of
  Transportation; and
         WHEREAS, Debora Melvin is the manager of South Texas
  International Airport at Edinburg; her commitment to customer
  satisfaction and service has made the airport a favorite among
  pilots and corporate clients; and
         WHEREAS, She has worked closely with community leaders to
  implement such improvements as a runway structural capacity
  overlay and apron reconstruction and a new full-length parallel
  taxiway; and
         WHEREAS, Under her exceptional leadership, there has been
  a 225 percent increase in airport operations and an increase in
  Jet-A fuel sales of more than 600 percent; she played an
  important role in the process that attracted the Eddie Aviation
  Services Flight School to the airport and helped the new
  operation grow and expand; and
         WHEREAS, She has seamlessly combined the short-term needs
  and long-term interests of the airport, and she is truly
  deserving of recognition for her many achievements as manager of
  the South Texas International Airport at Edinburg; now,
  therefore, be it
         RESOLVED, That the Senate of the State of Texas, 83rd
  Legislature, hereby commend Debora Melvin on her vision and
  leadership and extend congratulations to her on being named the
  2013 General Aviation Airport Manager of the Year; and, be it
  further
         RESOLVED, That a copy of this Resolution be prepared for
  her as an expression of esteem from the Texas Senate.
