HB48 by Flynn (Relating to the procedure under which a person may renew a license to carry a concealed handgun.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend the Government Code to eliminate the requirement for Concealed Handgun License (CHL) holders to complete a continuing education/renewal course in order to renew the CHL.  The bill would allow the use of the Internet to submit and process renewal applications. The bill would also allow a CHL holder to continue to carry a concealed handgun before receipt of the renewed CHL, provided the individual possesses the expired CHL and can document they have submitted a CHL renewal application and paid the required renewal fees. It is assumed the costs associated with implementing the provisions of the bill could be absorbed within current appropriations.  The bill would take effect September 1, 2013.
