The bill would amend sections of the Health and Safety Code and the Government Code to authorize a commissioners court to regulate solid waste management by establishing a mandatory program in an area of a county located within the extraterritorial jurisdiction of a municipality if the municipality does not provide solid waste disposal services in the area.

There could be a fiscal impact to a county that chose to establish and regulate a solid waste program; however, those amounts would vary by locality and are not anticipated to be significant.
