LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 83RD LEGISLATIVE REGULAR SESSION

April 19, 2013

TO:
Honorable Robert Nichols, Chair, Senate Committee on Transportation

FROM:
Ursula Parks, Director, Legislative Budget Board

IN RE:
HB120 by Larson (Relating to the issuance of military specialty license plates; providing an exemption from a fee.), As Engrossed

No significant fiscal implication to the State is anticipated.

The bill would amend the Transportation Code to require the Department of Motor Vehicles (DMV) to issue specialty license plates for recipients of the Defense Superior Service Medal. The bill would amend Transportation Code, Section 504.3015, to require one set of the new specialty license plate to be issued without payment of the vehicle registration fee. The bill would amend the Transportation Code to include vehicles registered with the new Defense Superior Service Medal plates to the list of registered vehicles currently exempt from payment of parking fees collected through parking meters charged by a governmental authority other than a branch of the federal government, when being operated by or for the transportation of persons who registered the vehicle.

Based on the analysis of DMV, it is assumed implementation of the bill would not result in a significant impact to vehicle registration fee revenue and any additional costs or duties could be absorbed within the agency's existing resources.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
