LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 83RD LEGISLATIVE REGULAR SESSION

March 10, 2013

TO:
Honorable Rafael Anchia, Chair, House Committee On International Trade & Intergovernmental Affairs

FROM:
Ursula Parks, Director, Legislative Budget Board

IN RE:
HB138 by Raymond (Relating to funding for certain commercial service airport projects.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend the Transportation Code to allow a project involving a commercial service airport located in a county along the Texas-Mexico border that has a population of less than 300,000 and contains one or more municipalities with a population of 200,000 or more, to be eligible for aviation facilities financial assistance from the Texas Department of Transportation (TxDOT) and inclusion in the TxDOT aviation facilities capital improvement program.

The bill would allow the airport sponsor to request TxDOT grant funding for aviation facilities capital improvement projects. Based on the information provided by TxDOT, it is assumed any costs or duties associated with implementing the provisions of the bill could be aborbed within existing resources.

Local Government Impact

Because the bill would not have statewide impact on units of local government of the same type or class, no comment from this office is required by the rules of the House/Senate as to its probable fiscal implication on units of local government.
