LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 83RD LEGISLATIVE REGULAR SESSION

February 22, 2013

TO:
Honorable Jimmie Don Aycock, Chair, House Committee On Public Education

FROM:
Ursula Parks, Director, Legislative Budget Board

IN RE:
HB234 by Guillen (Relating to the optional flexible school day program provided by school districts.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would expand eligibility for the Optional Flexible School Day Program (OFSDP) by permitting school districts to apply to provide an OFSDP for a campus or campuses that would benefit from the program. Based on the analysis of the Texas Education Agency, duties related to the potential increase in OFSDP applications could be accomplished by utilizing existing resources.

The bill would apply beginning with the 2013–2014 school year.

Local Government Impact

No significant fiscal implication to units of local government is anticipated. There could be some administrative costs for changes to attendance accounting procedures to implement the OFSDP, but these costs would be voluntary and could be offset with possible savings, depending on how the program was implemented.
