LEGISLATIVE BUDGET BOARD

FISCAL NOTE, 83RD LEGISLATIVE REGULAR SESSION

April 19, 2013

TO:
Honorable Jimmie Don Aycock, Chair, House Committee on Public Education

FROM:
Ursula Parks, Director, Legislative Budget Board

IN RE:
HB296 by Rodriguez, Eddie (Relating to breakfast for certain public school students.), Committee Report 1st House, Substituted

No significant fiscal implication to the State is anticipated.

The bill would require a school district or an open-enrollment charter school participating in the National School Breakfast Program in which 80 percent or more of the students qualify for a free or reduced-price breakfast to offer a free breakfast to each student during school hours. School districts or open-enrollment charter schools could request a one-year waiver from the requirement.

This analysis assumes that any additional costs could be absorbed within existing resources.

Local Government Impact

A school district or an open-enrollment charter school in which 80 percent or more of the students qualify for a free or reduced-price breakfast would be required to provide a free breakfast to each student. School districts or open-enrollment charter schools could request a one-year waiver from the requirement. The costs to implement the provisions of the bill would vary.
