LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 83RD LEGISLATIVE REGULAR SESSION

May 2, 2013

TO:
Honorable Geanie Morrison, Chair, House Committee on Elections

FROM:
Ursula Parks, Director, Legislative Budget Board

IN RE:
HB313 by Strama (Relating to electronic voter registration.), Committee Report 1st House, Substituted

No significant fiscal implication to the State is anticipated.

The bill would amend the Election Code to require the Secretary of State (SOS) to implement and provide provisions for a program that would allow a person to complete a voter registration application over the Internet from the official website of the state, which would include obtaining a digital copy of an applicant's signature from the Department of Public Safety (DPS). The bill would require the websites of the SOS and the DPS to provide a link to the voter registration application on the official website of the state. The bill would also require certain actions to be taken by applicants for electronic voter registration.

The SOS and DPS estimate there would be a minimal cost associated with implementing the provisions of the bill.

The bill would take effect on September 1, 2013.

Local Government Impact

No fiscal implication to units of local government is anticipated.
