No significant fiscal implication to the State is anticipated.

The bill would amend Education Code as it relates to certain requirements of public institutions of higher education regarding student organization membership. Under provisions of the bill an institution of higher education could be assessed a penalty by the comptroller if the institution requires a student organization, including a religious student organization, to accept for membership in the organization a student who demonstrates opposition to the organization's stated beliefs and purposes; or whose membership in the organization would affect in a significant way the organization's ability to advocate public or private viewpoints; or is designed for the intent of undermining the organization's ability to assemble for its stated purposes. Provisions of the bill would be implemented within existing resources.
