HB459 by Guillen (Relating to the creation of a navigator program as described by the Patient Protection and Affordable Care Act.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend the Insurance Code relating to the creation of a navigator program as described by the Patient Protection and Affordable Care Act.  The bill would require the Texas Department of Insurance (TDI) to establish a navigator program as described by the Patient Protection and Affordable Care Act.  The bill would also require TDI to adopt rules governing the certification and training of navigators, as well as providing training to navigators.  The bill would allow TDI to charge a reasonable fee for training services offered by the agency, but would exempt certain nonprofit and tax-exempt organizations from those fees. 

 

Based on information provided by the Texas Department of Insurance and the Health and Human Services Commission, it is assumed that all duties and responsibilities associated with implementing the provisions of the bill could be accomplished by utilizing existing resources.
